US officials were concerned that striking infrastructure that also supplies civilian fuel to Tehran's population could backfire — strengthening the Iranian regime by generating public sympathy and turning opinion against the US-Israeli campaign. The Israeli rationale, according to an Israeli security official cited by Channel 12, was that the oil depot strikes were intended in part to send a message to Tehran to stop targeting civilian sites in Israel — a tit-for-tat rationale. US Energy Secretary Wright had separately confirmed earlier on Day 9 that the US is targeting zero Iranian energy infrastructure — a policy that Israel appears to have operationally diverged from.
