At a Lowy Institute address in Sydney, Canadian Prime Minister Mark Carney said: 'It would appear, prima facie, not to be consistent — or to be inconsistent — with international law.' When pressed on whether Canada condemns the strikes, Carney said Canada 'calls for immediate de-escalation and a return to diplomatic channels.' He declined to use the word 'condemn.' The statement is diplomatically significant: Canada is a Five Eyes partner and NATO member. It is the first public break from a major English-speaking ally. Trump's National Security Advisor posted on X: 'Canada should focus on its own backyard. We didn't ask for their legal opinion.' Carney's statement is partly domestic — Canadian public opinion is strongly against the war, and an election is constitutionally due within months. Australia and New Zealand have also declined to formally endorse the operation, citing international law concerns.
